I've been giving a pc to start me off with uni and its spec is alittle low end for what i need it for as i use it for photoshop and cinema 4d as im a graphics student. I've been given this website to upgrade it but im not to sure if i can trust it and would like someone with abit more knowledge with pcs.

Your gonna need more RAM - that's relatively cheap at the moment. You'll need to look up what motherboard your machine has - then check out the maximum allowable memory configuration. (I'd suspect it's likely to be 2GB or maybe 4GB)

Not sure if Win 8.1 has a higher hardware requirement than Win 7 - if you find this to be true, downgrade to Win 7 Ultimate. (Win 8 was designed for mobile phones and tablets - not my favourite OS, IMHO)

Get a decent sized monitor (flat-screen) if you're using graphics programmes
Get a nice drawing tablet (to allow you to draw free-hand)

Photoshop cc needs 4gb of ram at least so i'd give your pc 6gb of ram and at least 4gb of ram.
Mabey change your processor to Intel Core i3 3220

Yeah, definitely need to get to 4gb of memory and buy a PCI-E video card too...also look into Seagate hybrid drive, it mates a 8gb SSD drive to a traditional 1tb drive...I have one and it's pretty damn fast.
