100% SCAM for so many reasons
1 - DV Lotery winners were notified in July 2011 and the ones who entered in October 2011 will be notified in May 2012
2 - Winners are NEVER notified by email for any reason. You have to check your status on the same site where you entered the lottery -- the ONLY official site to enter the lottery - with your confirmation number. Applications are only accepted every year from early October for 30 days
3 - ALL State Department emails are from The US government would NEVER use a free email address from the Heard and McDonald Islands (.hm) - an Australian territory
4 - You would NEVER be asked to call a number in Thailand (+66)
5 - There are NO visa fees payable in advance. The only fees that are ever paid are paid IN PERSON at the US Embassy in your country AFTER you have gone for your interview
6 - Read the State Department's own warning about these emails
"While DV-2012 and DV-2013 applicants may receive an email from the U.S. government reminding them to check their status online through DV Entrant Status Check, they will not receive a notification letter or email informing them that they are a successful DV entrant. Applicants can only find out if they were selected to continue with DV processing by checking their status online through the DV Entrant Status Check at .

Finally, remember that fees for the DV application process are paid to the U.S. Embassy or consulate cashier at the time of your scheduled appointment. The U.S. government will never ask you to send payment in advance by check, money order, or wire transfer. "

PHONEY! PHONEY! There are way too many discrepancies in this to even approach reality. Yes there actually is a State Dept operation in Portsmouth NH, but the telephone number is (603)-334-0700. The email address for an official government entry is *****.gov. You were told to call Mr. Mark-Howard at a number that is located in Thailand, not the US. +66 is the country code for Thailand, the code for the US is +1
